Do you need to submit your new site to Search Engines?

Search engine submission services are, to put it bluntly, unnecessary.
In reality, as long as you site has a link or two coming in to it from listed sites, the search engine bots, or spiders, will very soon find it.
For that reason, I do not bother with such time-wasters. Submitting to search engines will not in the slightest influence the search engine ranking of that site in any search engine, only properly written content and code will do that.
One thing to be aware of though, is that it is best practice to make sure that any incoming links are from subject-related sites, or that the link has a definite relevance to the content of your own site.
A good instance of this link relevance would be a site for a horse riding school putting in a link to a newly established rural supply business, but not to a ship's chandler.
